Knowledge Based Economy
There are four pillars in a knowledge-based economy under the World Bank definition: Infrastructure, Incentives, Innovation, and Intelligence. Intelligence refers to Education Systems where citizens acquire, share, and use knowledge. Tertiary education takes time to build research and cultural assets as well as the experience to build partnerships with businesses. Over two-thirds of graduates in the UAE are women, and they account for less than 12% of the entire workforce. The world looks at Dubai as a model for a new, prosperous and sustainable 21st century Middle East. Generally, the Middle East economies lag behind their competitors because the vast resource of female talent remains untapped; simultaneously, Dubai stands at the advancement of its gender liberal nature.
The Emergence of Women in a Knowledge-Based Economy in the Middle East
Participation of women in social development evolved through four phases. Up to 1900 was the first phase, 1900-1940 was the second phase, the third phase began during the 1940s. After 1971, in the fourth and final phase Knowledge-based economy is included, where well-educated women, low illiteracy rate, access to global information on women in other societies, non-hierarchical organizational structures, and the emergence of women in corporate leadership positions has led to a liberalization of views in the UAE and has been embraced by Dubai in particular.
